Since last reporting in I've found another spot where this happens. Sea of Clouds (6.4, 14.7) walking northeast I'll experience another fps hitch. I've ensured that all my drivers are updated and accounted for, and I've continued to pour more research into this issue, but it's amounted to nothing as of now.
