Exactly. It's easy to say "but the modders can do it", but modders aren't held to the same standards and quality checks as the actual game devs. If a mod doesn't work on some hardware, or causes graphical issues with some items, or breaks with a new patch, or has any of the million other issues a mod can have, the modders can waive it with a simple "run this at your own risk." Meanwhile an official game feature with those same issues would never fly. That's why SE can't just easily add in all the things mods can do.
