Hugest issue with SA servers is that the player population there is miniscule, some of the lowest next to Eastern EU, so it would be extremely difficult convince SE... A big reason we got Oceanic was cause it has a strong player population nearly rivaling JP population at times...

They have the data, if they don't see SA people in general not playing enough of this type of games they probably wont invest.
And new server hardware is needed in more gaming interest heavy areas like NA/EU more at the moment so i personally doubt nothing will change in a long time for you guys.
Spanish translations are often missing aswell even though the worldwide spanish speaking population is gigantic, yet still not enough to warrant translations in most games.
It's a common issue with a few games. When I used to play DotA, we've had servers for every region including SA. However, their players would still pour into NA for some unfathomable reason. This also could be seen again at certain times in PoE and a few other games. SA, much like Russia, has developed the reputation of neglecting their own servers and instead claiming another as their own. This is comparable to what the English speakers did to Ship 2 of PSO2 back in the day, though an English version of the game didn't exist at the time.
I believe this is what they're referring to.
Anyways, it's unlikely to happen. As it has been mentioned, the population for SA players just isn't there, no matter how 'fanatical' you claim them to be.

How about we just all get on the NA Servers and jump the border there and slowly demand they switch over everything to Spanish. You know what I mean jelly bean?

One of the main reasons SA players want a dedicated server or at least a server closer to SA, like in Miami for example, is because of the ping. We here in SA play with 200+ ms for the most part, so imagine doing savage and ultimate with that... You need to be better than any NA players because not only you need to figure out the mechanics and timing but also include the delay that the ping gives you and adapt to that making the fights twice as hard. And still a lot of people manage to complete these contents around here, so imagine what they could do with 30 ping?
The FFXIV Spanish speaking community is huge (Mexico here), the problem is that SE would likely have to translate the game to Spanish, which in all honestly I don't think will ever happen.
I'm not complain with current data centers though, as we are more than used to just playing in NA data centers, but would be nice to be considered given the huge amount of Spanish speaking folks playing the game.
I'm a brazilian that plays on Behemoth, that is considered the unofficial brazilian server... There's a lot of us, and I heard some people have this sentiment that they want a south american data center for better ping, but I really think that a south america datacenter would flop. Most people in brazil at least can't afford the subscription price, and I don't know how's the situation for the other south american countries. I never saw someone speak in spanish ingame, only english and portuguese is spoken openly at least on behemoth...
From what I heard the oceanic data center isn't doing too good, It's pretty low pop. I think it would be a waste of resources to have another dedicated region that will be isolated, at least until they open data center travel across regions. Many people would choose to stay on NA since speaking english isn't a very apparent problem. However, I do think the game should be translated to spanish. As much as I'd love to have the game translated to portuguese just to laugh at the localization, I think it's unrealistic. Way more people speak spanish.
