The trick is to stock up on what you know they'll need for the next round.

And THAT is the problem. Some of us have a life outside of the game, and don't have the luxury of being on exactly when the quotas reset, ergo, the people who can be on and resort to flooding the quotas hold a monopoly, and at the same time deny those who can't no chance to progress.
