Well I finally managed to trade in all the mistletoe that was taking up inventory space after three tries. I had to wait till a little after 3 AM for the quota to reset, and compete with a half dozen other players camping the desk. (It was roughly one stack to filled by the time I left.)
Doing the math: 1700 is roughly about 17 stacks, so the seven people had roughly 2~2 1/2 stacks between them. At most, the quota can be filled by 17 players, with 17 mats left over. With so many players trying to pick up seals, this equals a large portion of people who miss out on this particular quota.
I wouldn't mind hearing some feedback from a forum rep if this will ever be addressed. For now, I'm going to bed.
I dont think alot of people here realize something else
in addition to the "quota" per week, it also resets DAILY once its reached
look at the timer when you see it capped out, itl be less then 24 hours usualy, go check in with it again at that time, by the end of the week on the most popular items itl usualy have given you 5 times to try

jup its always full.. every day.. what reset? when it does and i am not there around the reset minute. its already full again.
Not likely gonna make any seals attempting to turn stuff in.
maybe dont' focus 100% attention on the single easiest turn in only, there are a TON of other things to turn in besides mistletoe try one of them out some time they almost never fill up.



Some people aren't even doing it for the seals. They want those earrings, and rings.
