I'm going to flat out say that having some wards as FCFS is a great middle ground. You all can have other wards with Lottery. Great! Cool!

Again, I'll repeat something I said before and you can call me greedy for this. People who have obtained Saint of the Firmament, the people who HELPED rebuild this whole district, should be allowed to FCFS or some sort of priority.

Another way they could prevent people from transferring to many plots in a FCFS scenario would be to put a CD on that persons housing. It would be simple to have them cut off for a certain amount of time after transferring. Possibly 45-60 days.
No, there is no "great" middle ground here. Lottery is the ONLY fair system we have at the moment. Taking away even a single ward from the lottery system and making it FCFS is essentially making fewer plots accessible to players who have real life constraints. Asking for even a single FCFS ward, given the current conditions, is quite frankly an incredibly selfish request. My chances of getting a house greatly diminish with the lottery system, but I would rather have EVERYONE have a fair chance at getting a house rather than giving myself a better chance.
