Trying to revitalize my FC

My FC (Azure Oath) just had its sixth anniversary yesterday. When I created it, my goal was to provide a safe haven for any adventurer and eventually have enough to tackle end game content as an FC. Thats still my goal. I have active members still, but I want to revitalize the community aspect. Most of my more vocal members left for larger FCs which I can't blame. I never had enough members who were in end game to create a static at a time. I just don't want to give it up because I basically raised this FC like it was my child. From the ranks, to the house, to the airships and submersibles, and so on, I've been there to see it all. I was hoping that I would recruit when 6.0 dropped but I haven't really got many bites. Anybody else facing this dilemma? What can I do? Disbanding is NOT an option.

Have you tried the community finder yet?
Lots of people use it to find, well, communities. Host a FC recruitment there!

I have in the past and currently have an ad on there now. My problem really is in-game recruiting. I prefer to send tells rather than do the shouts, although I do have a shout macro set up in case. I feel like it makes it more personal. Like, I'm not looking for numbers, I'm looking for people, you know?

I've never personally shouted recruitments for my FC.
Other than a short test of the Community Finder (which SE promised us stuff for using and never gave us our glow sticks!) it's always been word of mouth for friends of friends.
It's kept a lot more personal that way, and over timed it can become quite expansive.
