If you know they're called Miqo'te, just call them Miqo'te.
And if they wanted to make the markings optional then I assume they would have been from the start. Instead we get options to add other additional markings to their faces, but never a state to remove the eye markings.
Consider it part of your fur pattern.

Uh, the facial markings are removable in character creation? I've played a Sunseeker miqo'te since I started in 1.0 and I was able to remove all markings and facial decorations. Whether that is different for male miqo'te I'm not sure (as I've only ever played female miqo'te), but I don't know why that would be.
If I remember right, the option in character creation is offered after choosing a default hairstyle and facial model, where you can adjust, add or remove facial decorations like scars or tattoos.
They really needed to have spent more time designing some of the races than just "take a human, add the minimum amount of animal bits on", slapping on some small detail(s) that make no sense and don't really help alleviate how basic they are (like the aforementioned miqo'te markings), and calling it a day...

Male Miqo'te always have the arrow-like markings under the eyes, like G'raha – those can't ever be turned off for any of the four faces.
Some of the faces also have permanent spots on the outer edges of the eyes, specifically the two older-looking faces, so I figure they might be natural markings that develop over time.
The rest of their face markings are in the "tattoos" menu (though I think they look more like face paint), which adds cheek stripes, dots on the nose and the outer-eye spots for the faces that don't have it built in.
So TL;DR, yes there are stripes that can be turned off, but also the specific ones that can't.
A lot of cats have the same eye-mark. Also, a forehead M (which Miqo'te don't have).
