Not going to lie, why does doing just Crystal Tower unlock the entire Roulette? Just like doing only Fist of the Father in Normal Raids unlocks the entire Roulette too. It's... not much of a roulette when there's only one option.

I get high-level alliance raids all of the time. I usually get the Stormblood or Heavensward alliance raids and occasionally the Shadowbringers or ARR ones.
You're just unlucky. The chances are that at least one person queuing for the roulette will be at the lowest possible level for this content (50-59) or doing it because it's required for the main story, it has nothing to do with people reducing their item level on purpose.
With the others being involved in the relic weapons and also being needed for Bozja, they come up quite frequently in the roulette as well.
In other news, there is no technical debt from 1.0.

It is impossible for it to not affect queue times. If ten people (or really even one person) who should have been eligible for the Puppets' Bunker instead deliberately make themselves ineligible for that duty, that means the person waiting to get into Bunker has missed out on ten potential team mates. They have to wait longer than they otherwise would have. That is basic logic.
"Crystal Tower" is the name for all 3 of the ARR alliance raids: Labyrinth of the Ancients, Syrcus Tower, and World of Darkness.
You better get used to it OP. 99.5% of FF14 content is CT roulette. You can't escape it, and even in 30 years, when this game will be dead, you'll still run CT in your dreams.
No kidding, its gotten so bad that when I went back to play FFIII and got to the endgame what did I come across? Crystal Tower
Keep in mind that Void Ark and onwards are all optional unlocks.
Many people never even open any other Alliance raid besides Crystal Tower.
I've never had this happen to me, and I've queued for YoRHa at 2am to get some loot, so I don't know what to tell you.
I really wish Alliance Raid Roulette had an option to remove the CT raids (not the others, though. Just CT) from your roulette pool. I've only gotten Syrcus Tower lately and I just leave the second I get it now.
I do the same with LotA and WoD, too (even though I really like Angry Mayo since that fight is the only fight in the CT raids that actually has mechanics you need to respect). So yeah, either give us the option to remove CT from the Alliance Roulette, or force minimum ilevel on the raids... or retune the fights so that we can actually see the old mechanics again. Did you know that Scylla's lightning orbs serve a purpose beyond lighting up the tower? or that Glasya's floating platforms outside the arena are more than decoration?
Or shove the CT raids into MSQ Roulette and only have the other raids in Alliance Roulette, idunno
