There are duties that already sync ilvl to a specific one regardless of your ilvl, the system exists, just need to be applied for roulettes, sync to the job level and unlocked duty instead of ilvl.More often than not, it isn't an exploit and one or more people are either new, or don't meet the requirements for higher raids. They could fix it so players can't force it, but the chances are so stupendously high that at least one person is under level 60, that the effort to force it let alone program the game so it can't happen is a ton of wasted effort.
It is literally the exact same with Raid roulette, and more often than not you are heading right back into Alexander.
In the dev's eye, there is nothing to fix here. It is working as intended because roulette's are a way to reward the player for their contributions to the community. What should be done though is allowing a greater compensation due to the lv and/or ilv discrepancy between those who are leveling/choose to naked queue, and those of the higher lv and ilv. I think this is done somewhat, but not enough to prevent threads like this from popping up.

There is a bonus to reward a player for discrepancy between their level and the level of the duty, but not between players iirc. Even then, this is an exp and gil bonus. There really isn't a good system in place to reward the players who want higher level content when doing roulettes. That's what needs to be fixed. If they were to implement the system I proposed, those who choose to naked queue would arse themselves right out of the greater reward.
