How would you address Button Bloat on healers?

Remove all the useless buttons.

Boom. You're left with a grand total of maybe three spells. That's a trim if I've ever seen one.

You just described healer dps kits. Also heals are just 90 % of the time the same effect with different looks. Like hell even wow as early as tbc had interesting healing abilities like earth shield, lifebloom and chain heal and that got even better later in game we’re the raid took high dmg and you had interesting healspells
