Hello! Thank you so much for your detailed response! I ended up doing a clean install of an older graphics driver and it works perfectly now, so it might be that the latest NVIDIA driver isn't compatible with the game for some reason? It's worth noting that this only affected FullScreen mode, but after the rollback I can run on fullscreen just fine at my usual FPS. Also in case there's any other thing I need to do:

1. My laptop doesn't have anything like that, no

2. I have McAfee LiveSafe on but it doesn't seem to be conflicting with the game as far as I can tell.

3. Doing the updates is what seemed to cause the issue in the first place, since I do them quite regularly. Rolling back from an update did help fix the issue, though!

Hopefully this'll help anyone else dealing with this as well.
