Is the Balmung server now locked, or can I still wait for a "low time" to create another character?

Not at all. Balmung has been designated a Congested server multiple times since they added the status of Congested to the game. So it has also lost Congested status multiple times since then.

Since it is impossible to add new characters to a Congested server, and since some players transfer characters away from such a server and some players stop playing for one reason or another, the active population on a Congested server will always reduce over time.

I have been waiting over 4 months to try and transfer to Balmung to join my new FC and sadly it is wearing on me that I cannot join or transfer.

And what has been the problem during that period?
Balmung was designated a standard server, to which one can transfer characters, on Oct 26 2021 and as far as I can tell then remained a standard world until Jan 25 2002 when it was declared congested.

So for 3 of the last 4 months it has been possible to transfer characters to Balmung.
