New Empyrean Housing Mixed Purchase Request

Hello SE,

I think that the new housing ward in Ishgard will benefit from having a mix of all four types of purchases. This will ensure that people who choose to log on early have a chance at swapping their house to their dream house in Ishgard.

By having lottery only wards, many people who wish for Ishgard housing will only have one chance to obtain their dream plot due to the way the lottery system works. If both methods are allowed upon Empyrean release, even if you cannot obtain a house in the initial rush, there will still be a fair chance for you to get a house in the lottery.

My issue is more i dislike having to put money in, wait, hope, and then if i dont get the plot i lost my chance entirely so for entire fresh wards it's a bit rough to have 'em all be lottery. a few FCFS wards alongside the lottery ones would be best, imo.
