I agree with many of your ideas and your overall complaint, but I feel strongly against the above. You can play any Job you want. You do not need BIS to do so.For a player base that boasts about how unrestrictive the game is with what jobs you play, it doesn't really seem that way. Why not just let players have a bit more access to gear? It will be obsolete soon after you gear a job anyways. If you are gearing up for Dragonsong and are unlucky, you'll only have one job ready to go by its release.
no reason to farm savage gear when you can just upgrade tomestone gear in the next odd patch to the same ilvl as savage gear, especially if you dont have a static.
You can't be bis this way because the way the gear works is quite clunky.
I mean final fantasy is usually a fun game and in every of them you would be given options to max out your stats with strength elixir / defense elixir / crit elixir or just max out by being overpowered by your eon's / summoning's additions to your level stats.
We should have this "experience" in the outside world, maybe not in raids where you would be synced for the challenge, but if yoshi p wants to make a final fantasy worthwhile "solo" type experience in the outer world, he knows he has to go the "all fun or nothing" route for at least the "outside" / open world scene of the "story" game.
I wouldn't be against more rng , enchants of some type, from world hunt boss loot just because, every activity "outside" of the raids should be focused around fun.
Imo what I'd like to see.
Let us buy the Radiant gear upgrade items with Tomestones and also increase the Tomestones to AT LEAST 500 or decrease cost ( why does stuff cost 495? It shouldn't take two weeks for that stuff... ).
Let us '' downgrade '' books or just simply use higher floor books to buy lower floor gear ( even higher level books can become useless for you ).
And imho, and this is probably the most controversial take.
I think that rolling against people is kinda outdated, I strongly prefer personal loot.
I think the chests should drop like usual and then you get to pick one and you get that one 100% but maybe there can still be a RNG roll the next time whether you'll get any loot or not.
And you could delay the roll for a later floor if you wanted loot from a later floor 100% instead of taking the chance.
So basically you got 100% the first time, next time maybe 70%, then 50% or something you get the idea.
Rolling against other people isn't even fun imo it's just frustrating.
I've gotten used to my cursed Savage rolls to some extent, but at the same time when I spent an entire week of almost playing all day every day ( I had Covid ) trying to clear P3S and I had group after group for I don't even want to think about how many hours that joined clear parties without even knowing the first mechanic.
( Trying to clear P3S was seriously one of the most infuriating experiences I've had in a game, and not because the fight is hard because I actually think it's not THAT hard. But because of the people. )
Then yeah...
I rolled 4, 5 and I think my usual 20-30 rolls on the rest...
I almost always roll 20-30 for some reason, rolling 40 in Savage is high for me.
I was extremely relieved to just have cleared it, and the group I cleared it with was a static and they were very friendly so I was in a good mood.
But just internally I know that I probably on some level should be kinda pissed about how much work I put into it for basically no reward except the book.
Is it actually fun and good design?
I don't think so imho it's a very archaic and outdated way of going about it that almost every other game has gotten rid of and for good reason.
Even if you get excited when you win a chest you need is it really worth all of the losses which you probably have way more of?
Imo you should be guaranteed loot every week especially because of how playing a lot of different Jobs on one character is a staple of the game.
A lot of the Savage gear has better substats ( and yes it does matter ).
It's not just about ilvl.
This. Statics should not be limited by this so just make a new loot rule (like master loot and greed only) that only lets u win ONE item from each floor in PF. I'm pretty sure a lot of the frustration is not coming from i didnt win anything, but the fact that u can win nothing and that one dude cleaned house (and let's face it, it is almost always the person that does not deserve a damn thing due to their performance). There r like 4 items that drop, so u get a solid 50-50 chance of getting something, and everyone needs to be more selective about what they roll for.
Im not sure about a lot, but u pretty much always use some mix of both tome and raid gear. But i gotta say, some raid gear this tier is a serious disappointment in terms of statting. I think only one of the 7 types of pants is actually BiS, how crazy is that. Anyone seen the 2.15 SAM BiS? Barely needs raid gear lmao.
On a different note, sorry to be a bummer to anyone, but statics r the way to go. PF just kind of sucks. Week 3 when i was pushing for p4s clear this GBR co tank was complaining about not wanting to move the boss cause burst phase. Like i get it man, u r busy, but u can still move with single weaves (my GBR co tank in my static has no issues doing it). In the end i had to do all the work and we ended up taking more unnecessary dmg. I have not even touched p3s in PF (thankfully i dont need to for reclears), because i know and have indeed heard from multiple ppl how much of a nightmare it is.
So find urself a static early. If u care for loot that much, that is the best thing u can do for ur own peace of mind.

I kinda do want to join a static but I have social anxiety and don't really want to sit around on mic, tbh I even find listening to just be distracting most of the time even.
And most of what's being said is usually just group chatter and has nothing to do with the fight and most callouts are totally pointless.
I remember back in WoW with me usually being at the mechanic already and then the person doing the callout ( directed at me ), often times they're not even paying attention either.
It also makes me feel very pressured to be a part of it, when you have social anxiety it's just a constant thing in your head about your '' place '' in a conversation and causes a lot of stress.
For me it's really bad.
I dunno tho I might look for a static at some point that doesn't require any of that, I don't mind others using it do what you gotta do but people pretty much always want you to be there too to listen.
I just don't want to sit on Discord and listen to people make in-jokes and rant about irl issues and I don't want to feel perpetually pressured and uneasy while doing the fight.
At the same time I always feel like a weirdo too when everyone else is on Discord and I am not there and am in group chat.
PF isn't all that bad for me tho when I have the clear and can join clear req groups.
Actually getting the clear can be a complete nightmare tho, but this goes for me filling in for static groups too it honestly tends to not be all that different.
One of my issues has always been the 450 weekly caps & think it should be capped at 2000, especially at what the current tombstone gear costs. The body & leg gear are over 800+ tombstones a piece. I'm happy they did away with the Rowena letters this time around & you just need 500 tomestones but you still have to wait 7 weeks to get all 7 antiquity items to trade in for that special weapon tomestone. They should cut it down to 5.
It is, but it's probably to incentivize players into playing the various raids. Weapons do take way too long to get though. And, you basically have be able to play with dedicated groups and be able to input a certain amount of time to do the most currant extremes or ultimate trials. At least they allow players to get weapons aside from dedicated group content that's not a palace of the dead or an incredibly time intensive grinding session...
