I'll probably be crucified for this... But if you're not "social enough" or don't have the time to commit to a guild, then you should have a harder time getting stuffed.
This type of content is indeed meant to be done with a guild, whether it be through dispatching or strats, which require a level of coordination that seems to be nearly impossible for most groups in PF (still having PTSD from the third fight, dammit). And that's fine. Having your BIS should not be the norm. Neither should being at max ilevel, but that seems to be a lost battle.
MMORPGs have slowly destroyed any distinction between HL players and casual players. It's not fair to those who really invest themselves IG. Not to mention that these are quite manipulative tactics, which keep players active longer, and avoid developing two types of content that suit both communities.
This is coming from someone who does PF savages only.
tbh it's extremely easy to burn out of this game before actually achieving BiS. I've only actually achieved BiS in two tiers, despite actively raiding every tier since Creator. Usually I get bored before clearing the final fight for eight weeks, and go play another game.
I would go even further with a 6th suggestion.
6th) Apply the normal version rule, when your limited to get 1 piece per week / per floor.
That way, at least 4 ppl will get something, instead of that lucky (and greedy) player who get 3 or even every piece dropped.
I'd like to play other jobs with decent gear before two months go by. I don't think that's "rushing". Case in point, it took me seven weeks to finally be done with my tanks. It'd be even longer if my static didn't do split raids.
The problem then becomes you're gearing way too fast. Statics would be done within two weeks for a raid tier meant to last eight months. Raid gear is not usually an issue either but rather tomes due to the 450 cap. It took me seven weeks to finish my BiS only because of tome pieces and twines/coats. I was long done with raid gear by week five, which is perfectly fine.

I agree with many of your ideas and your overall complaint, but I feel strongly against the above. You can play any Job you want. You do not need BIS to do so.For a player base that boasts about how unrestrictive the game is with what jobs you play, it doesn't really seem that way. Why not just let players have a bit more access to gear? It will be obsolete soon after you gear a job anyways. If you are gearing up for Dragonsong and are unlucky, you'll only have one job ready to go by its release.
Well, the end game has literally never changed since ARR. This is the reality of it: it's annoying and frequently at odds with its own systems.
If you ask Yoshi P about it, he rolls his eyes, slumps back in his chair and starts talking about spending the next two years mildly improving ARR and hoping for another fad phase to occur.

I used to do very regular Dynamis/Sky/Sea runs in FFXI (their endgame) with friends. These days I still play with my old raiding buddies from FFXI, but we've all mellowed out/have kids/don't really like commitments.
While I wouldn't mind doing some of that Endgame stuff, I just don't want to A) go with random people which might be a wipe/waste of time and/or B) take the time to join/form a raid group and/or C) I've become pretty anti-social
So, I don't do the content, nor do I complain about it. Just because it doesn't match my playstyle doesn't mean the content is designed "wrong". I'm not going to complain when new endgame content comes out that is essentially dead-on-arrival for me.
I can still do it when it gets old, unsync'd, and it's not like the gear is actually needed for any reason (remember I'm anti-social, so I don't care about showing off to random strangers).
So, I don't engage in endgame, at all, and that's ok.
For me, that's the real strength of Endgame here- it's self contained. I don't need to do it to progress the story, nor is the gear ever necessary to overcome difficult battles. I can completely ignore it and still do the content I enjoy.
