But the fact that you need Rank 1-3 provisioner in Hamlet defense to get even one item on a level 2 defense to get even one of the three seals is the slightest bit horribadomgridicucrazy. It's why I stated they probably have it as a placeholder just to get everything sync'd up and will adjust it when it goes live, but I was told I was wrong for thinking that..even though SE has a long history of doing it. >.>
