Remember that they be dungeon finder so people can log in and do a quick ifrit or moogle or a 8 man raid without issue or 4 man raid so i don't see that issue anymore but for endgame it should be more then 8,.
You have no proof or source on the number of people it will be, or how big an alliance will be. I am pretty sure this has not been confirmed. You also dont know if content will scale or not, or even how it will work.

In GW2 dragon fights can hold 300 people, but do you need that? lol no, because everyone joins in, and it scales. So regardless of who is online, you can at least do it. This is the future. Being able to do shit!

That said, it doesnt matter what you say, you're missing the point that current the game has nearly no players, and if it doesnt step up to have anymore in 2.0, then having 25-30+ people content will just either fail or require same community results as it did was in XI.

In XI, during its prime you could do Dynamis and all end-game content with your LS, then as things died and people got richer, people made shells specifically for Dynamis, and hosted it themselfs. Players had to sort this out, so that might happen again, infact i guarantee it will happen as we already see it similar now with the shout PUG for everything in XIV, having a "endgame".

If the game starts making content requiring lots of people when it doesnt have the population to sustain this, you will begin to alienate a lot of your player base, firstly with Casuals.
