Not certain which quest you're trying to get help with as The Social Knitwork is WVR specific while Inscrutable Tastes (not related to the WVR quest chain) is the initial unlock for collectables and scrip vendors.

If so, it can be acquired in Revenant's Toll from Lydirlona after you turn in Inscrutable Tastes if you have a level 60 DoH or DoL.
