Unable to join Duty Roulette: Normal Raids Lv. 60 as 61 GNB, but can as 90 PLD

I'm having an ongoing issue where I currently cannot sign up for the Normal Raids duty roulette when my character is using their level 61 Gunbreaker job, but I have no issues joining when I switch the character's job to 90 Paladin. I keep getting the error message: "Unable to register. Two or more duty requirements unmet." It doesn't provide any information as to what those specific duty requirements are, but as I've completed the MSQ with this character using the 90 Paladin job and can join it using that job, it really seems like a bug.

I've tried moving to new locations, such as to an inn room. I've tried queueing as PLD, withdrawing and getting a negative mark for it, and then switching jobs and trying to queue. I've tried logging out and back in. Nothing has cleared this issue.

The level 60 Normal Raids are the Alexander series of raids. If you don't have those unlocked, you won't be able to join Normal Raid Roulette as your Gunbreaker since those are the only level 60 Normal Raids.
