My wife seems to having a similar problem. She got the game gifted to her years back when she was playing in NA region (and was gifted an NA license). She has now moved in with me in Europe and she's worried she wont be able to play the game anymore because of the steam link situation. Up until now she has been able to buy expansions normally but its unclear whether or not she'll get soft-banned. Like many of you here she has a similar situation - 8 years on her account, many cash shop items, raid clears, items that are now no longer obtainable etc.... Messed up situation if thats actually how SE wants to handle the matter.
There are two easy solutions to this problem.
1) Let people add additional license to their service account. If their agreement with Steam doesn't allow that (which is probably the reason it is like it is) do 2)
2) Allow Steam users one time character transfer to a new service account with standalone windows license. Don't make a system to do it for everyone but do it when someone contacts support.
I understand not wanting to allow character transfers for RMT reason but not allowing to do it by one time exception is crazy. I'm not affected by your problems but it makes me sad when I hear about years and years of progress, achievements and collections gone because of lost Steam account or region problems.
So which licenses have to "match" on steam? I launch the game in my main steam acc with a copy of ARR I bought for another acc I lost access to years ago. Since you can't buy another key, I made another steam account (to which I thankfully at least have access to), bought ARR and the expansions there and then kept launching the game from my main. Then I saw you could buy the expansions in your main, so I did.
Basically I've got up to Stormblood registered in my alt account and up to endwalker on my main acc.
My guess is I'll have to link with the alt?
EDIT: If it checks for product keys rather than licenses it's gonna screw tons of people over. And if ALL keys have to match, I'm boned

Awww I was looking at the Steam Deck to play FFXIV... but this thread happened. I guess I can't play my acct with Steam.... downer.
The best part about this is the sheer lack of transparency they've shown. I've contacted support 3 times describing my situation and asking whether this'd mean being unable to use my account in the future. They don't even remove licenses from accounts on request, even if it's for an emergency such as this. So if for ANY reason you've registered an expansion in another steam account, goodbye buddy

We don't know how the license check will work. It could be:
A ) Allows you to permanently link the steam account if it has FFXIV: Starter Edition or Complete Edition in its list of licenses (meaning not key-dependant)
or
B ) Allows you to link the account only if the product key matches the one registered in the mogstation
For the love of god, SE. Be transparent and don't make people wait 1 month in agony not knowing whether they'll lose their account
This so much! They need to be transparent and tell us what is going on. There are so many people that have mixed regions or other issues, and from the sounds of it Steam is going to make those accounts unplayable.
I'd really like to see a community rep address all of the concerns in this thread. The lack of transparency and communication over the steam/linux* problems is unacceptable.
* ( steam linux users wont even be able to play the game, period, thanks to this change. Just another issue not mentioned in this thread )
