I got a new account entirely after moving to the EU. For a few reasons. Being unable to buy ShB was one.
It's with every MMORPG that comes to Steam I guess, that you need a different game account for that. When I "bought" Black Desert on Steam when it was for free, I couldn't use the account I already had from the publisher itself. So the Steam releases seem to not be compatible with the non Steam releases.
It's all to do with licensing and contracts between SE and Steam. That's not going to change unless one of them offers the other of them a lot of money to compensate for the lost income they will no longer get from the subs and purchases via Steam.
Everyone on Steam who uses the PC can freely set up a totally new service account and start over - it's not ideal I know but that's the only way out of it.
Tell that to people like me, who have 6 or more years on their account, have every seasonal item since then, bought every mount, minion, emote and a lot of items from the mogstation, have enormous grind achievements like the Pteranodon mount, most relic weapons, have cleared Ultimate, etc.
This is no solution for people who have spent a fortune and over 15k hours of playtime on their account already, before this ridiculous hard-tying of Steam to the FFXIV account happened.
If we could simply transfer our characters from one account to another then this wouldn't be a problem.

No one agreed to these limitations they are implementing 8 years after the fact and there was zero communication that this would ever be a thing 8 years ago. If this was a thing from the first day FFXIV existed on steam it would be understandable like how it is on PS4, but no reasonable customer should agree to eat up limitations that were not there and had no communication that they would be there so far down the line.
And this applies not only to steam users, if SE added annoying inconveniences to non-steam users I'm sure people wouldn't be happy if i told them this is what they agreed on on the terms they agreed on when registering.
If it's not possible to add a windows license to our account i want the dev team to at least explain why it's not possible, instead of them lying to us that it's for our security when it isn't.
Until they officially explain why it's not possible we have every right to ask for a way to buy out of steam, that's why this forum exists in the first place.
They will never openly state that not letting Steam users out of Steam eco-system is part of the contract. You don't openly lay blame on your business partner in such cases. But at the same time it is a known fact that repeats in pretty every MMO or other online game available both on Steam and through standalone launcher. I didn't purchase it via steam. A friend gifted it to me, and I had no clue what I was getting into back then. I didn't even sign the T&C when my key was bought. That was what my friend did.
Also, as was pointed out before: people did not agree to these T&C back then.

It would be great if thewe will be at least a character trasfer form 1 SE into other SE, but... As i remember asking support about the possibility - they said "no". But it had been long time ago
