The strange thing here is whether the person made the report or not is only the first step, it is within the discretion of a GM to decide whether the instance warrants a particular action to be carried out in response. So it's on as much as the GM as it is the player as to whether something can be construed as being against the ToS.

But whilst we're on this tangent of people getting upset with others. The ultimate fact remains that they took the conscious decision in their behaviour. - They and they alone, just accept the responsibility that comes with your behaviour. Either think about what you do or write before you do it, or don't at all. Even better; if you get sanctioned and you disagree with the action carried out by the GM then you can try and dispute it. At that point if 3 (inclusive of the original reporter) people deemed it inappropriate then it probably was. Besides, regardless of how you try to rationalise it. If your subsequent comment on another forum boils down to "Can't beat em, join em" Then you don't really paint an innocent picture in that regard.

People seem to be under the impression that a report will always lead to an action being carried out on the person being reported.
