I mean she isn't wrong about the healer's cast bar not being fully indicative of all that they are actually doing to keep a party alive, I use up my ogcds while continuing to dps/playing my astro card minigame. Under normal circumstances everyone's HP would remain high and it wouldn't be an issue, and if someone gets hit by an attack I let their base HP regen do its thing if there are no ogcds before covering the group before unavoidable raidwides that I know are coming.

Hardcasting heal spells is the last thing I do as a healer, Cure 1/Benefic 1 is absolutely not an ability I use normally, and I do not often find myself having to spam Cure 2/Benefic 2 unless the tank isn't using cooldowns or something unexpected happened. Lastly if a player doesn't appear to be understanding what is going on in a fight and raising them would drain the mana I need to keep other people alive, then I simply cannot spend the mana to get them back on their feet if it means we'd risk a wipe. Hardcasting raise is also an almost sure way to get me hit by an attack or to be interrupted by something else going on.
