There are a lot of cases in which a punishment is immediate but also cumulative. Immediate consequences are necessary to alleviate frivolous infractions and further consequences for those who are serial abusers. Like a speeding ticket. Every single one of them has a fine, but if you rack up enough of them you lose your license. If you remove the initial punishment you'll just move straight up to the big whammy and people will act like they didn't realize it was bad to do what they were doing cause "nobody said anything".

Generally people report others because they don't want to encounter that behavior anymore. When it aligns with a rule or policy the GMs enforce, then you get punished.

I hope your appeal goes through successfully since you seem so very distraught about this warning, but I also hope you might change something about your behavior after this potential learning opportunity to save yourself from a repeat. I don't have a lot of confidence in that last one, but there's always hope.
