    Steps:
Detailed steps on how the issue occurred.

I was out farming Green Gliders for a few skins, but I have experienced the bug before when fighting other mobs for materials in the overworld. The steps are as follows:

    1. Reach at least 80 gauge necessary to proc Blast Arrow from Apex Arrow
    2. Ensure you are not in combat
    3. Cast Apex Arrow as the first skill on a target

Following these steps, Blast Arrow will not proc at irregular intervals. While not an issue in raid content, farming monsters in the overworld tends to have this bug occur as I am often out killing monsters for drops. The amount of your gauge does not seem to matter as I have experienced the proc failure at 80 and 100 and while songs were both active and not active.
