shb cutscene "shaken resolve" = loading blackscreen & crash

Every time I attempt to complete the quest "shaken resolve" after talking to the exarch it goes to a black screen with the loading symbol and either crashes straight up with no crash pop up telling what reason for or just continually loads forever, I've uninstalled the game and reinstalled and updated my graphic drivers "cleanly" and also checked firewall but with no success.
