If the criticism is constructive, absolutely. Otherwise, if the solution wasn't obvious to them to begin with, just saying "ur bad at this" isn't going to change anything.
Whether or not they're open to feedback is a different conversation. But unhelpful declarations are a great way to decrease the odds that they will be lol. In my experience, most people just say "thank you" when a mechanic they didn't understand is explained to them, or they silently do better on their next attempt if they don't have time to type. Of course there are exceptions, though, and not every issue is a mechanical one, strictly speaking. ┐(*˘_˘)┌
I don't think any of us should feel like we have to hold a struggling player's hand all the time, but unconstructive criticism isn't helpful or cathartic for anyone but the one exclaiming it lol.
