Sclera is the wrong term – that's the "white" of the eye (or dark for male Xaela). Auri limbal rings are a bright ring over the iris, overwriting most of its natural colour.

...Dunno why I typed sclera while what I meant is the limbal ring, thank you for correcting

Would be nice if we could change things like eye and skin color.
Like others have mentioned, you can currently change limbal ring color, so not sure why you can't change the eye color either.
If asking to change skin color freely is asking too much, the color options could always be limited to the color palette row of the color you picked initially. (So if you picked a grey skintone, you would be limited to the row with grey colors)

It's because the limbal rings are controlled by the same template setting that tracks the race-specific tattoos in other races, or ear clasps for Wildwood Elezen: two on/off switches and a colour palette.

I think that's also ultimately the logic why races with optional scars can turn them on and off – they're controlled by the same switches that in some other races affect less permanent things like makeup or earrings or beards, and the devs have erred on the side of letting some races change slightly nonsensical things over blocking off logical options for others.
