This is regarding the achievement of the same name, or more specifically, it's description:

Defeat Garuda in the Howling Eye.

I believe that should actually be:
Defeat Garuda in the Howling Eye (hard).

This would make it consistent with the following achievement:
Had Me Some Fun
Defeat Ifrit in the Bowl of Embers (hard).
