Holy is WHM's AOE and is a net DPS gain over... well any other option the WHM has. The 7 second stun used when the tank has stopped is a net mitigation gain, because the beginning is the most dangerous part. There are few, if any, pulls that will require a stun after the pack has been thinned. Even if there were, the DPS loss and mitigation loss of not using Holy would work out at as a net loss.

In other words, always use Holy, its a gain no matter how you cut it.
I know this was resolved not two posts later, but I want to explain the best way to pair holy and hallowed together:

After the healer has exhausted the holy stun on a large group of mobs. It's that easy, after they've casted Holy three times, you're free to use Hallowed Ground.
