    The UI does not need a change, it looks exactly how the devs have programmed it to look. It is not empty slots, it is a specific design choice by the devs. If you use the expanded inventory, you'll notice that all of a sudden the Key Items tab now has extra "space". That space didn't come from thin air, it's not extra inventory, it is simply there to make it look the same as every other page in the inventory.

    Answer this how does 1 make a suggestion to the Dev for change to UI, I already know about what it's for how it is there and why I ask all my friends this is for DEV. I want to contact the Dev. for a answer but I had no choice. but thanks for all the encouragement & positive feedback.
