The highest clear rate server is a whopping 11%, or was as of this post. Probably higher by now. The average looks to be somewhere around 4-5%\

Edit: And this is clears only, so overall participation (without clear) would be higher.
Worth noting that is also for TEA, which is probably the least cleared ultimate these days.
