That was the plan normally. Covid just threw a wrench into it for ShB, Dragonsong War was supposed to be 5.5. I hope they do 3 this expansion to "catch up", but somehow I doubt it.
I believe they mentioned giving up on one Ult entirely, covid + couldnt get certain mechanics to work properly, or something of that sort. So Dragonsong War for sure with a very hard 'we'll see' for a second Ult.
