Veils are occasionally worn by fortuneteller types, which is the primary inspiration for AST aesthetics, it's a profession that lives and dies by how well you can sell the theatrics, and partially hiding your face, where it is just barely visible, adds to the mystery and mystique of the profession, it's a similar reason to why a fortuneteller's reading room is typically dimly lit, in turn, it's why the original HW Welkin set features a veil as part of the hat, though obviously, Viera can't wear that because of the hat part.
