Friend Having A Weird Issue With Launcher

So my friend is trying to install the game on a new computer and is having an issue I'm not sure how to fix. When they go through the setup they end up at the window in the following image but they're unable to click on either of the options. Running it as administrator hasn't made a difference. Not really sure what else to try. Help/suggestions very much appreciated!

Thanks for the suggestions! Restarting and attempting to manually select via tab targeting didn't work unfortunately, and they're not running any mouse software. It's a new laptop so there's nothing like that really on it yet.
