1. have Master Culinarian IX book in retainer's inventory because I'm not high enough level to use it
2. go to Scrip exchange npc and accidentally buy another Master Culinarian IX book
3. cannot discard or sell the extra book so now I am stuck with a useless book taking up an inventory slot

Yup, and you will until you use the first one, and then the second one can be discarded.
