DNC Charge System

I think DNC needs a charge system for it's Flourish procs. When using Flourish you use to get procs for both your melee and AoE moves. Now it's just one or the other. I think having a 3 charge system would allow us to have back some of the DPS lost from loosing the ability to do both. Flourish would only give 2 charges but having a cap of 3 would let you use Flourish when it comes off cool down while still having a proc up instead of waiting to use the proc, then use Flourish, delaying things by a few secs.

Edit: What I mean is that when you use Flourish you would get 2 charges of Flourishing Symmetry, and 2 charges of Flourishing Flow. Allowing you to use 2 Fountain Fall and 2 Reverse Cascade. Or the AoE equivalent. Later on when you are using Flourish on cd in between Technical Dance if you happen to have a Symmetry proc or a Flow proc, with a max of 3 charges you could safely use Flourish without having to worry about wasting one proc or delaying your rotation.
