Please tell me more about how you're comfortable doing that while moving for mechanics, while swiftcasting, while staying max melee if need be, adjusting for forced downtime, grouping up with partners (or spreading!), and delaying raidwide buffs. Bonus points for all you armchair experts who still don't have feint or addle on your hotbar, I'm sure you'll weave it in between damage downs. Get this: the same people saying with a straight face that a glorified sandbag improves their rotation are the same ones dying to raidwides because they didn't move in for heals.
So let me get this straight..
You're complaining that people are using a stationary dummy in order to practice a rotation so they have the best odds of ensuring they can contribute as much as possible towards DPS by learning their class?
The idea of a stationary dummy is not to juggle rotations with mechanics. The purpose of the dummy is to ensure you have the foundations of your class/job nailed before stepping into Extreme/Savage, so that you don't have to learn your rotation in a live encounter. Whether or not this produces a good result depends on the player and not the system. All of these issues you've described are player inadequacies or inexperience.
But by all means if you have a better suggestion for players learning their class whilst subsequently juggling mechanics that doesn't outright involve people stepping into content they aren't even remotely adequately prepared for then by all means. The only ever challenging content we've got that doesn't require an individual to potentially bog down other individuals has been by product of a gimmick.
I think your issues are more of a result of the lack of middle-ground content that adequately prepares people for higher-end content than it is with people trying to practice their rotation on a stationary target.

Healing DRK is literally... the same since ShB. The reason why people think it's a meme to heal nowadays because DRK receives very little to no buff to their sustainability vs 3 other tanks getting something useful. If you're capable of healing DRK back in ShB (or any tanks), then you'll heal EW DRK just fine.
OK, just gonna skip the whole thread to tell you this. I've had to help a lot of people who "knew how to play their job", yet when I challenged them to take down the training dummy in SSS, they weren't able to do it. Then, I gave them some quick tips on what I thought they might be doing wrong. And after a few more tries, they were able to do it.
So hey you know what? Maybe to you it might be useless, but a lot of people can learn a thing or two. My biggest disappointment though is how I had to be the one to drag them to SSS and SHOW them that they could be doing better. As in, the game itself does absolutely NOTHING to maybe boost their awareness.
