My main concern with this idea is that changing gameplay mechanics like this for a single job after the game's already been out for years could be a problem, it's best to keep that sort of thing consistent. I also don't think changing the way players hit the same button a few times per minute would add very much but that depends on the implementation, it could be interesting.
You could accomplish something similar with normal cast times which would still be a slight improvement, like choosing between a lower dmg instant and a higher dmg cast (like Ruin 2 and 3 from previous expansions). Imo SMN needs more ability variety. Even having Phoenix go back to its 1-2 combo from ShB would be better and nothing needs to be added for that.
