Transfer to congested server

For month waiting for transfer to reopen, just to see that Cerberus now out of the list and marked as congested. So, is this mark permanent, or after few hours/days i finally can transfer myself to friends?

Cerberus is one of the most congested EU world, but I believe the “open for transfer” depend on active players count. I have see it turn green sometime. Suggest you keep an eye on it especially mid patch where the least players
