The free game time bonus is not just for characters created on New worlds. It also applies to characters created on Preferred worlds (how I got it when I created one of my alts a few years ago). The one million gil bonus does seem to be specific to characters created on New worlds, though,

And I agree, it would be nice if they made the more complete account history available for viewing again. Or perhaps the information is still buried there on Mogstation somewhere and I just haven't been able to find it.
