Thank you for the suggestions, I turned on PCIE 3 instead of auto in the bios.. thats one thing I didn't try. I also reseated my RAM lastnight and will try running memtest86 over the next week. This GPU did have some problems the first couple months I had it including artifacts shown here : https://imgur.com/a/B4cA85q The first image is of ff14 crashing with the same error described in my original post only this has happened twice, where as the error has popped up several times, the second image show is discord pictures after that specific crash happened so I know its not tied only to ff. I have been in contact with amd support and they dont seem to think its a gpu issue but a driver issue but im not totally sure, I would like to rma the gpu but they seem to be pretty resistant on that front. Anyways thank you for responding and I will be trying the fixes you suggested.
