Most Bard themed sets should have been for caster too.

Think about it for a moment. What are most of the villains of Final Fantasy? Mages. Colourful and gloriously dressed mages.

Yet the brunt of the outfits resembling them ends up being for... bard.

Prime example is Amon's attire or as he's known as Hein in FFIII. It's restricted to ranged only, even though Amon/Hein is exclusively portrayed as a magician.

And then there is the obvious fan favourite Kefka who is straight up dressed as a clown.

That always bothered me about Amon's outfit too.

Why they chose it to be the aiming set when the DoM's are RIGHT there?

Actually both names are valid. Hein is the actual character that FFXIV's Amon draws from – the villainous advisor to the king – but Amon is the name of the palette-swap clone that you fight in the dungeon from which the FFXIV Syrcus Tower bosses are taken.

Because if mages got Amon's outfit then bards would have to get Scylla's instead.

They could have made Amon's outfit the one that got recolored, not Scylla's
