I am playing right now on my laptop... a quad core with 8GB of RAM and decent graphics (AMD / ATI).
Will FFXIV run on my desktop with these specs:
Dual Core
3GB RAM
nVidia 9400 GTE 1GB GFX card

It's probably a long shot, but maybe if you play the game on its lowest settings. Your RAM is fine but the game is processor and graphics intensive, so your processor would struggle and it wouldn't hurt to update the card. But I wouldn't count on it. Your laptop seems like the better option.
The good news is that with 2.0 coming the new client may be better accommodated for your machine, and you may be able to play it on standard at that time.
How paladin looks on a controller:
Depending upon which OS your running 3 GB's of RAM could be alot or nothing, either way it should be enough RAM your GPU should be able to run at low or mid settings as for your CPU I do not know what you have so I couldn't tell you, if you bought your computer within the last 4 years or so it should be good but im just guessing
I run it on a Desktop quad-q6600(2300mhz) with 2gb memory and an AGP ATI HD3850 card on medium/high without problems.
Windows professional 64bit
Only turned off shadows and loading times are slow because of old harddisk , but works great.
However i have to say with the release of new patches the game will get slower and slower each time.
This may be a harddrive issue since it needs to load more files/content each time so i guess in the end a solid state drive is unavoidable to have it run smooth.

that only show the requirments vs what you have on your system you can fail at that and when you test the game yourself you can run it without issue most of the time.

Well, I will give it a try...
When I started running this game at launch I was using an 8800gt which is considerably better than your card and even with the settings at lowest my temps were running high 80c so im not sure your card could take it. As far as the CPU and RAM I would say your fine. I am still running a Core 2 Duo and I have 4GB ram with my new card and it runs great!
But you could always give it a go and if it doesnt run I would just wait for 2.0 and see what happens. They keep promising that the new engin is going to be less taxing on the system, so you may be alright after that.
Okay. Thanks... if I need to, I will upgrade.... just shocks me that the laptops graphics will run it perfectly, and the desktop is questionable.
will this run it? I went for the dual floppy for faster saves
