You can make up the difference by auto-attacking the boss. It's that small.
Oh boy, you know you are the most neutral and unbiased point of view when you start by saying "Summoner can remain bottom of the meters." Just say it if you hate the job so we can ignore what you're saying.

For you're record; with proper party buffers, the proper SMN rotation is Baha > Ruda > Titan > Ifrit > Phoe > Ifrit > Ruda/Titan. Those Ifrit windows are locked and you'd lose DPS to move them.
- On buff window, Garuda swiftcast slipstream is a better DPS than using it on Ifrit. You go Ifrit first on the second minute to keep your swiftcast on the rotation so you prep it on the next buff window Ruda's Slipstream. Yes, you do have to deal with mechanics that involve you moving while casting those sweet Ifrit spells. It's perfectly fine but that tells you how optimized Summoner has little to no care about mobility since it provide 0 DPS. As a fact, the community build strats around melee uptime and Casters not having to move much.

On average, SMN should be doing about the same than RDM right now. What they need is alleviate restrictions that makes really, really, stupid strats to deal with the restrictive simple rotation. Because yeah, people still go ahead and find the best way to DPS, even if it means spamming Ruin III for 2 minutes in P3S on add phase.
