Where Is The Logic Banning New Characters For Existing Accounts on Congested Server?

From the "Congested Server" web page:

"New characters cannot be created on Congested Worlds."

So:

1) I have an account and I have a character on it that I can log in.
2) I can only play one character on the account at a time
3) If I log out of a character that exists I can log into another one that exists
4) If I log out of a character SE ban me from creating a new character on a 'congested' server.
5) SE define congestion as the number of PLAYERS actively playing, which is totally unrelated to them logging into an existing character OR creating a new one.

So explain to me SE why this ridiculous banning of existing players being able to create a new character on a server they already HAVE characters on.

It's not banning it's closing the servers the ones that are higher congested will give priority to the actual players themselves. Also most of those congested servers you have to wait for OFF peak hours and you will then be able to create a character.

I don’t know what to tell you. Active players are logged into the server which has a limit to how often it can let people in and how many people it can have running around at once. As well as they want to spread people out because they have a limit to how many characters can be created in a world at once. Like just make a new character in an unpopulated world, it’s not that big of a deal since you can interact with everyone and do anything through PF and once things have died down just a minor queue to get over to another world to do stuff like maps.

Also “banning” makes it sound a lot worse than it is. “Restricting” is a lot better.

Potential reason 1: It prevents potential increased log in. Instead of logging in for 1 hour on 1 character, a player might log in for 2 hours on 2 characters, etc.

Potential reason 2: Blocking new characters on a congested world means there are more names for existing characters to choose from.

As other have said there is no ban. If you want to create a character on a specific world to play with friends, you may want to start checking early am (like 4-6 am where the majority of the player base of that world is located). Some worlds might still be congested at those hours but it is much better now than it was a month ago.

There's not a particular logic to it, it's just system limitations.

Like how a character can get returner status even if you've been actively playing a separate characters, and how SE has to go to great lengths to make certain cosmetics account-wide, and so on. In a lot of ways, characters are kind of a pseudo-separate-account.

Someone at SE might have went "Yeah logically a person can only log in one character at a time so there's no reason to restrict character creation when they already have one on that server"; their system simply can't distinguish that this is the case vs someone with no characters there.

They can always change their names; especially as other people delete or move their characters from the server.

The logic is likely that they just didn't design granular control over char creation limits.

It's just on or off.
