    It is not a bug, that is just the way it is.
    I remember way back in ARR they were asked about this (don't ask me to find it, lol). Their answer was that they'd rather have a greater variety of hairstyles and gear in the game than worry about clipping on every little piece. Cause if they had to, the development for gear and hair would be that much more work and they couldn't release as many different ones as they liked.
