Jesus... Why not just hit the target dummy until you get the muscle memory down? That looks about 20x harder and less intuitive.

What happens when you accidentally hit Alt F4? I used f4 as a keybind in ARR for ninja, I made this mistake once and figured out a whole different hot key system.
You need to have hotbars before you can build muscle memory. You need to know your rotation before you can build comfortable hotbars.
It's generally a bad idea to just jump in and use whatever in whatever order the game sets for you. Unlearning muscle memory is a painful process.
Here's my setup in a little more detail; nothing too crazy.
Some are not really to be pressed- they just act as a visual to show an ability is up and ready. (Like ALT+0 for example).
Hope it helps!
ALSO, just an aside-
I set up ALL my jobs like this. So, all my jobs use 4-5-6 for single target, or 7-8-9 AoE whenever possible.
Typically the bottom row is the main rotation, CTRL is the +DMG or buff related, ALT is typically support.
As in, on WHM, 4-5-6 is DPS, CTRL+ is lily related, ALT+ is Cure/Cure2/Regen.
Doing this removes the need for too much muscle memory, since all jobs will be laid out very similarly you only have to remember the niche abilities.

They've got a pretty smart layout for the thumb keys on a mouse. It'd be a lot worse to try and do that rotation on every normal number key as they're laid out on the keyboard, much less the F-keys.
I do think the placement of Shinten and Shoha are gonna cause them "fat finger" issues though. Since they have to cross over weaponskill keys to hit them. Probably better to keep principle GCDs to oneside and abilities to another for the purpose of double weaving.
EDIT:
OP, I rearranged it to show you the way I do it with a reduced mouse key structure. Also I moved your Senei and Shoha to where I do them in the opener.

I don't know why people are so surprised by the F1- F12 setting and suggesting to use a controller.
When you look at OP's graphics, it's pretty obvious that he is using an MMO mouse with 12 thumb buttons on the side. I use a Corsair Scimitar and I use F1-F12 too with shift and ctrl for bars 2 and 3. It really doesn't matter what keys you bind things too as when you use that mouse as the buttons are all close by organized in 4 rows of 3 buttons each (I could bind F1 followed by M, then A then >, etc if I wanted to and it wouldn't make a difference when using the mouse - I'd have a hard time remembering what I didn't bind for the various menus for which I use KB shortcuts though lol). All you need to know is which mouse button corresponds to which ability.
