Here's my setup in a little more detail; nothing too crazy.
Some are not really to be pressed- they just act as a visual to show an ability is up and ready. (Like ALT+0 for example).

ALSO, just an aside-
I set up ALL my jobs like this. So, all my jobs use 4-5-6 for single target, or 7-8-9 AoE whenever possible.
Typically the bottom row is the main rotation, CTRL is the +DMG or buff related, ALT is typically support.
As in, on WHM, 4-5-6 is DPS, CTRL+ is lily related, ALT+ is Cure/Cure2/Regen.
Doing this removes the need for too much muscle memory, since all jobs will be laid out very similarly you only have to remember the niche abilities.

You need to have hotbars before you can build muscle memory. You need to know your rotation before you can build comfortable hotbars.
It's generally a bad idea to just jump in and use whatever in whatever order the game sets for you. Unlearning muscle memory is a painful process.
